142 Parties have ratified the Convention

Countries which have recently ratified the Basel Convention include: Mali (5 December 2000), Kiribati (7 September 2000), the Dominican Republic (10 July 2000), Kenya (1 June 2000), Lesotho (31 May 2000), Ethiopia (12 April 2000) and Yugoslavia (18 April 2000). As of 12 January 2001, 141 states and the European Community were Parties to the Convention.

New Ratifications of Ban Amendment

Portugal ratified the Ban Amendment to the Basel Convention on 30 October 2000. Cyprus ratified the Ban on 7 July 2000. The Czech Republic acceded to the Ban on 28 February 2000. Bulgaria ratified the Ban on 15 February 2000. The total number of ratifications, as of 12 January 2001, stands at 22. Three-fourths of the Parties present at the time of adoption of the amendment (62 Parties) must ratify the amendment before it enters into force. A list of Parties and dates of ratification, both for the Convention and the Ban Amendment, can be found below.

13 Parties have signed the Basel Protocol

Chile, Colombia, Costa Rica, Denmark, Finland, France, Hungary, Luxembourg, Monaco, Sweden, Switzerland, The Former Yugoslav Republic of Macedonia and United Kingdom of Great Britain and Northern Ireland have signed the Basel Protocol, as of 12 January 2001. Amendment to Annex 1 of the Convention and adoption of two new Annexes, namely Annex VIII and Annex IX On 6 November 1998 the Amendment to Annex I of the Basel Convention and the two additional annexes, namely Annex VIII and Annex IX became effective(2).

Total Number: 22 ratifications of the Amendment to the Basel Convention

In accordance with article 17 of the Convention, the Amendment has to be ratified by three fourths of the Parties present at the time of the adoption of the amendment (62 Parties) in order to enter into force.

(1) The Convention, of which the Arabic, Chinese, English, French, Russian and Spanish texts are equally authentic, was adopted on 22 March 1989 by the Conference of Plenipotentiaries which was convened at Basel from 20 to 22 March 1989. The Depositary of the Convention is the Secretary General of the United Nations.

(2) Germany could not accept the Amendment within the six-month time limit set out in the Convention.

(3) With respect for the application to the Faroe Islands.

(4) In respect of the United Kingdom of Great Britain and Northern Ireland and the British Antarctic Territory.

(5) The European Community has enacted legislation transposing the ban amendment which is binding for all fifteen Member States, i.e. Belgium, Denmark, Germany, Greece, Spain, France, Ireland, Italy, Portugal, Luxembourg, the Netherlands, Austria, Finland, Sweden and the United Kingdom.
